Launch Hour Demonstration on 04/04/2011

         A massive Launch Hour Demonstration at Divisional Level will be held on 04/04/11 under the banner of FNPO affiliates and Memorandum will be submitted to the Chief Postmaster General through Divisional Head. So all members of National Association of Postal Employees Murshidabad Division are requested to please come in a mass on 04/04/11 at 2 PM at the Divisional office.

Subject: MATERNITY GRANT TO WOMEN GRAMIN DAK SEVAKS OUT OF WELFATE FUND OF THE DEPARTMENT- INSTRUCTIONS REGARDING
Sir/Madam,
Reference is invited to this Directorate letter No.6-1/2009. PE.II dated 09 October 2009 providing for Maternity Grant to the women GDS.
2. One man Committee under Shri RS Nataraja Murti constituted under Resolution No. 6-1/2007-PE II dated 23rd July 2007 examined the system of Extra Departmental Post Offices and wage structure of Gramin Dak Sevak & submitted its report on 29thOctober 2008. After approval of Cabinet, the Department issued orders under No. 6-1/2009 PE II dated 09 October 2009. It was prescribed under Para 9 of the ibid that "women GDS will be provided Maternity Grant equivalent to three months TRCA with DA for the birth date of issue of the order".
3. The recommendations made by the One man Committee in Para 16.10.1have been examined further and it has been decided that Maternity Grant equal to three month's TRCA with DA out of welfare fund will be payable from the welfare fund at the disposal of the Circles effective from 09 October 2009 on fulfillment of the following conditions;-
(a) Maternity Grant will be payable to a woman GDS for each child up to the birth of maximum of two children limited to a maximum of two confinements resulting into birth of first two children only during the entire engagement of the following of a woman GDS.
(b) The women GDS must have rendered a minimum of one year service of becoming eligible for grant under the provision.
(c) No Financial Grant will be admissible for medical termination of pregnancy (abortion). Miscarriage and still births.
4. The scheme of allowing Maternity Grant is like any other ongoing welfare scheme paid out of welfare fund. Funds will be allocated for this scheme by welfare section of this Directorate to the Circles. Heads of the Division will be competent to sanction Maternity Grant to the women GDS out of welfare fund placed at their disposal by the Circle concerned.
5. Woman Gramin Dak Sevaks like Mil Deliverer and Mail Carrier may also be considered for lighter duties wherever possible during the pre and post confinement period for a maximum period of six months.
6. Woman GDS shall be granted Maternity Leave not exceeding six months covering the pre and post confinement period. For the period of Maternity Leave, Woman GDS will be paid Maternity Grant for three months and leave for another three months may be granted without allowances.
7. Existing powers of Divisional Heads for grant of leave beyond 180 days leave without allowances availed by GDS to work against in Group D and Postman vacancies would also cover period of three month Maternity Leave with allowances (Maternity Grant) and another period of leave for three months without allowances if availed by Woman GDS.
8. The contents may be brought to the knowledge of all concerned. This has the approval of the competent authority.

Minutes of the monthly meeting with the representatives of NAPE, Class-III, Murshidabad Divisional branch held on 29.10.10 at 11.30 hrs. at the chamber of the Divl. Superintendent.

The following items were discussed in the meeting:-
1.04.08            :  Alternative accommodation for a) Sagardighi, b) Saktipur PO Building (existing buildings are in alarming condition).
Reply               :  As regard Sagardighi, IOP, Azimganj will be instructed to report immediately. As regard Saktipur alternative accommodation will be searched out.
2.04.08            :  Sanction of HRA to the SPM, Domkal, SPM, Bagdanga, SPM, Jemo Raj Bati & SPM Raninagar. (on enquiry it is proved that the existing SPM quarters are not habitable as a result of which all SPMs have to attend the office from either residence of rented house.)
Reply               :  In r/o J. R. Bati & Raninagar the matter is under process with CO. As regard Beldanga the matter is under sub judicial and as regard Dumkal, alternative accommodation will be searched out.
5.04.08            :  Supply of bundle note counting machine for other two HO and LSG sub post office like as Berhampore HO.
Reply               :  C.O. has been pursued several times, but no reply from CO has yet been received.
6.04.08            :  Water arrangement at Kandi HO staff quarters. (The occupants of Kandi Staff quarters are facing difficulties due to non supply of drinking water)
Reply               :  Work of the Civil wing has completed. Electrical Wing will be asked to complete the electrical work. The matter will be discussed with AD (Bldg) over phone.
14.04.08          : Re-arrangement of counters at Amtala for keeping Computer. (The existing counter is in old pattern where there is no space to keep computer for which the staffs working there are facing difficulties in day to day works)
Reply               :  Work order has already been given. Report about completion from IOP (S) has not yet been received.
15.04.08          :  Re embedment of Generator at Amtala Post Office also repairing of the Generator so installed at Amtala. (The Generator has been embedded near the table of the Sub Postmaster,
Amtala result of which it is impossible to work there when the
Generator is running due to deafening sound and heat coming from the Generator. Moreso the Generator is not working since its installation)
Reply               :  IOP (S) will be asked to complete the work under his direction.
3.02.09            :  Installation of two generator points from the local market case of Kandi Bazar Post Office and Chhotkalia NDTSO.
Reply               :  As regard Kandi Bazar, the matter is discussed and dropped & as regard Chhotkalia, the case is under consideration.
4.02.09            :  Counting of Training period towards increment case of Sri Ranajit Kr. Majumder, PA, Beldanga and Sri Subhankar Ghatak, OA, Divisional Office.
Reply               :  In r/o Ranajit Majumder the case will be examined and as regard Subhankar Ghatak, the case is closed.
7.02.09            :  Disposal of financial assistance for the Flood victims 2006 & 2007.
Reply               :  Reminder will be issued.
9.02.09            :  Recruitment of GDS Staffs so as to fill up the post of BPM & other GDS Posts.
Reply               :  GDSBPM recruitment is under process and in r/o other GDS staffs concerned IOPs & ASPOs have been asked to start recruitment.
11.02.09          :  Review of TRCA i/r/o BPM which is over due from 01/01/02, 01/01/05 & 01/01/08.
Reply               :  Order will be issued.
5.05.09            :  Refund of excess recovery of license fee from Abhijit Goswami the then Postman Khagra SO now PA, Jiaganj. {Abhijit Goswami on being promoted to PA cadre joined as PA Raghunathganj on 10.11.06 naturally his extension period should start from that date but the authority started penal rent from 27.09.06 and also he vacated the quarters on 07.05.07, thus his recovery should
stopped from 08.05.07 but the authority recovered the penal rent upto 20.05.07.}

3.07.09            :  Refund of salary for the strike period of 17/12 & 18/12 of our members.
Reply               :  ASP (Central) will be instructed to re-examine the case.
2.10.09            :  Misuse of man power at Kandi HO. ( At present not a single telegram is received or delivered at Kandi Head Office but the post of GDS Tele. Messenger is still working and sitting idle on
the other hand there are so many post of GDS are lying vacant in the sub-division against which he may be deputed)
Reply               :  The Postmaster, Kandi HO will be directed to engage the GDS Tele Messenger as Pumpman with his own work.
3.10.09            :  Installation of Computer at Sahid Surya Sen Road Post Office.
Reply               :  The matter will be discussed with CO.
6.10.09            :  Repairing of BCC PO building.
Reply               :  SPM is asked to complete the work and report.
2.01.10            :  Arrangement for installation of 30 KV Generator at Berhampore HO as the existing generator is not sufficient supply the power to all area of the office.
Reply               :  C.O. has been reminded.
3.01.10            :  Immediate installation of Computer at D.S.B. / Gorabazar / Berhampore Station Road / S. S. Sen Road / B.C.C. / Indraprastha.
Reply               :  The matter will be discussed with C.O.
4.01.10            :  Sanction of combination of duty allowance to all the GDS Employees who are performing the extra duty in addition to their own duty.

      MACP screening committee meeting was held on 09/03/11 and the minutes of the meeting has been sent to Circle office for approval on 17.03.11 by messenger. I informed the Circle Secretary to meet APMG (Staff) to expedite action. Hope that we will get it within March.

MACP MEETING TO BE HELD ON 10/03/2011

 Though it is too late, the MACP meeting for upgradation Pay is scheduled to be held on 10/03/11. Our circle Secretary Sri Rajat S Das  pressurized to complete the work within March '11 for all the Division in West Bengal and Chief PMG assured to our Circle Secretary that it will be completed within March. We thanks our Circle Secretary for such positive efforts.

        NAPE "C" Women's convention & Seminar for CWC Members of  TamilNadu Circle Gr-C on Modernization of Postal services with staff involvement to customer satisfaction will be held on and from 11/03/11 to 12/03/11 at Pondicherry. Sri Rajat Subhra Das Circle Secretary NAPE Gr - C WB Circle and Manik Chandra Dey Asstt Circle Secretary & Divisional Secretary Murshidabad Division will represent the circle.

LAND MARK JUDGMENT IN CAT CALCUTTA BENCH

        CAT Calcutta Bench made order on 04/02/2011 in respect of a case filled by the victimized selected PA/SA in West Bengal Circle, recruited for the year 2005-2008.......
1)     Order for canceling the Panel by the Chief PMG WB Circle has been quashed.
2)     The benefit of this Judgment will also extend to all other candidate who have not approached the Tribunal.The candidate who had completed the Training and not yet appointed should be appointed.
3)   Arrear salary should be paid to the candidate from 07/08/2010.
4) In case who have not been sent for training should be sent immediately.
5) This entire process should be completed within 3(three) months from the date of order.
6) If the arrear is not paid within the stipulated period of three months, interest @ 9% should be paid to the candidates.
7)  A sum of Rs 1000/- per OA should be paid as to cost.
   Our Circle Secretary R.S.Das wrote letters to the Chief PMG demanding immediate implementation of CAT order and issue appointment letter to the selected candidates.
   Secretary General (FNPO) also addressed to the DG Posts for immediate implementation of CAT order
 All Circle Secretaries of FNPO affiliates met yesterday with the Chief PMG and demand immediate implementation of CAT order. But the Chief PMG of the opinion that he will go to High Court. We oppose of such unethical decision made by CPMG WB Circle. We discussed with our General Secretary and Secretary General for next course of action. Very shortly we will take Trade Union action on this issue.
